A video posted by independent journalist Leonard Filipowski, better known as Leroy Truth, shows a Union City, New Jersey, resident walking into an early-voting mobile trailer around 9:01 a.m. on Tuesday, nearly a full hour before the site was scheduled to open, and finding the machines unattended.

The trailer at 10th Street and Summit Avenue contained two voting machines, electronic poll books, and other election materials, and no staff was present.

The footage shows the man entering the unlocked trailer and saying nobody is inside.

Hudson County Board of Elections Clerk Michael Harper later confirmed the events to Hudson County View.

Harper said an electrician who services the generators powering Union City’s 10 early-voting trailers had checked the site around 8:50 a.m. and “wrongfully” left the door unlocked.

Poll workers assigned to the location arrived later, noticed the door was open, and reported the problem.

Harper told the outlet that the machines were not replaced.

County officials ran a real-time diagnostic check and stated that the machines and poll books had not been powered on, Wi-Fi was off, and the vote totals matched the previous night’s recorded numbers.

Harper said the county was “absolutely 100 percent confident those machines remained unmolested” and that password and physical safeguards, including a locked USB port, would have made casual tampering difficult.

They chose to continue using the machines for the remainder of early voting.

Harper described the video to Hudson County View as potentially a “setup” and indicated the trailer was unlocked for roughly 30 minutes at most rather than overnight. He also said that the county had been in contact with the New Jersey Attorney General’s Office and the U.S. Department of Homeland Security.

The HCV reports:

Looking at the video, Harper ultimately felt it was a set up and insisted that the trailer was left unlocked and unattended for 30 minutes at the absolute most, not overnight, later adding he wasn’t aware of the situation until days after the fact.

“That person watched that [electrician] come and go, and to me, the verbiage is so over the top. That person knew they were walking into an empty trailer when they walked in, I have no doubt,” Harper stated.

Nonetheless, he indicated that plans have been put in place in conjunction with Union City City Clerk Hilda Rosario to prevent such an oversight in the future.

“We’re going to add a city clerk representative to that group that goes in the morning,” Harper said.

“We have already, during the rest of this early voting, put another person on that who is sort of directly responsible for opening and locking that door so we make sure this never happens again. It was an oversight, nobody’s saying that it wasn’t.”

The report notes that under New Jersey law, Section 19:48-6 of Title 19, “After the voting machines shall be delivered to the polling places, the governing body of the municipality wherein such polling places are located shall provide ample police protection against molestation, tampering, or damage to the machines.”
