Four years after Russia’s full-scale invasion, Ukraine still cannot get enough Patriot interceptors. Europe’s 44 countries have more than double the population of the United States and roughly seventeen times the population of Ukraine, while their combined GDP is comparable to America’s.

Europe manufactures cars, machinery, chemicals, and electronics at industrial scale. There is no reason it cannot build enough air defense systems to prevent Ukraine from being blown off the map. It seems that Europe’s failure to help is a political choice.

Granted, missile production is difficult. It depends on a narrow set of specialized inputs, including solid rocket motors, energetic materials, seekers, guidance electronics, and fuses. Each has its own supplier and qualification chain. However, these are not insurmountable barriers. Complex industries routinely overcome such challenges through investment and commitment. What is more, the United States has already proven that it can be done.

Lockheed Martin increased annual production of the PAC-3 Missile Segment Enhancement (MSE), the advanced interceptor used by the Patriot air-defense system, from about 300 missiles before 2022 to more than 600 in 2025. The U.S. government and Lockheed Martin have now agreed on a plan to increase annual production capacity to 2,000 interceptors. If a single American manufacturer can expand production on that scale, Europe has the industrial capacity to do the same if governments are willing to make the necessary investments and long-term commitments.

Germany has taken steps to expand the supply of Patriot interceptors. Berlin has sought U.S. approval for licensed production of PAC-3 Missile Segment Enhancement (MSE) interceptors in Germany, while German manufacturer Diehl Defence and Lockheed Martin have agreed to expand the PAC-3 MSE supply chain in the country. In July 2026, Germany also joined the United States, the Netherlands, Poland, and Sweden in agreeing to explore the establishment of a PAC-3 maintenance facility in Europe.

Berlin secured an agreement to deliver 30 PAC-3 missiles to Ukraine, supplemented by five missiles from its own stockpiles, in one Ramstein-format round. Germany separately signed a contract for 600 interceptor missiles, although no delivery timeline was specified. Zelensky has described deliveries under a related IRIS-T supply plan as being spread over three years.

These measures remain limited relative to Ukraine’s wartime requirements, particularly given the announced quantities and delivery schedules.

The same pattern holds across the rest of the continent. Ukraine has said it needs about 25 SAMP/T-type systems to protect the entire country against Russian ballistic missile strikes. To date, France and Italy have each delivered one SAMP/T system. Under a July 2026 agreement, Ukraine intends to order four additional SAMP/T NG systems, with deployment beginning in 2027.

While those systems are being produced, France has committed to send two existing SAMP/T systems to Ukraine, but they are to be returned once the four new systems are delivered. France and Italy have also agreed to accelerate deliveries of Aster 30 interceptors by October 2026 and to authorize licensed production of the missiles in Ukraine before the end of the year.

Italy has not pledged an additional SAMP/T system. Instead, it has focused on increasing production of the Aster interceptors used by the system. Italian Defense Minister Guido Crosetto said in May 2025 that Italian missile production would increase by 40 percent that year and 100 percent in 2026, while warning that the first resulting deliveries would take “a year, a year and a half.” Even after the four new SAMP/T NG systems are delivered, Ukraine would have only six permanent SAMP/T systems, far short of the roughly 25 systems it says it needs for nationwide protection.

Spain, meanwhile, spent just 1.28 percent of GDP on defense in 2024, the lowest share in NATO. The following year, Prime Minister Pedro Sánchez rejected NATO’s proposed 5 percent defense-spending target and sought a more flexible arrangement under which Spain said it could meet its NATO capability commitments by spending 2.1 percent of GDP.

Spain also joined Britain, France, Italy, and Canada in opposing a NATO proposal that would have established a minimum annual contribution to Ukraine’s defense equivalent to 0.25 percent of GDP. In March 2026, Spain provided Ukraine with five Patriot PAC-2 missiles, in addition to two earlier batches of Patriot missiles supplied in 2024 whose quantities were not publicly disclosed.

None of the spending increases or future pledges cited by European governments changes any of this. A production increase scheduled for next year does not provide air defense for Ukrainian cities today. Even when every announced pledge, current and future, is added together, the total does not reach the number of systems Ukraine has said it needs. No European government, individually or collectively, has published a plan or set a date by which that full requirement would be met. What exists instead is a continuous stream of announcements sized to generate headlines about European support rather than to close the shortfall they describe.

According to SIPRI’s April 2026 release, the United States spent $954 billion on defense, compared with Russia’s $190 billion and Germany’s $114 billion. Germany’s military spending was therefore roughly 12 percent of the U.S. total and about 60 percent of Russia’s, even after a 75 percent increase supported by Berlin’s €100 billion special defense fund. The personnel and hardware gap is wider still. Russia fields approximately 1.45 million active-duty personnel compared with Germany’s 183,000, a ratio of nearly eight to one, and operates 1,524 combat aircraft compared with Germany’s 224. Germany has no aircraft carriers or nuclear-powered submarines, while Russia operates both.

Moscow has shown that it will spend any amount of money and lives to support its invasion, while the EU has shown that it is willing to talk and condemn.
