House Democrats have overwhelmingly voted against a bill allowing the deportation of illegal aliens who harm police animals.
The Bill to Outlaw Wounding of Official Working Animals Act, known as the BOWOW Act, passed 228-190.
Republicans and 15 Democrats voted in favor, while 190 Democrats opposed the measure, the vast majority of their caucus.
BREAKING: The House voted 228–190 to pass the BOWOW Act, legislation that allows for the deportation of non-citizens who harm law enforcement animals.
All 190 votes against the bill came from Democrats.

The bill states that a non-citizen who is “convicted of, or who admits to having committed, an offense related to harming animals used in law enforcement is inadmissible and deportable.”
House Speaker Mike Johnson said that Democrats had become “become the party of PUNCHING PUPPIES.”

“The level Democrats will go to protect illegal aliens instead of Americans is disturbing, disgusting, and dangerous,” he added.

The legislation was introduced by Republican Congressman Ken Calvert following 2025 incident at Washington Dulles International Airport in which an Egyptian national admitted to kicking a CBP beagle named Freddie after the dog alerted agents to possible contraband.
A veterinarian later found the dog “suffered contusions to his right forward rib area.”
“The dogs and horses on the front lines of our federal law enforcement efforts alongside our officers deserve our protection,” Calvert said at the time.
“The BOWOW Act sends a clear message that we will stand up for our four-legged friends and have zero tolerance for any immigrants who assault them.”
”Animals, like Freddie, work every day to keep Americans safe – we owe it to Freddie to do our best to keep him safe too.”
